The physical activity sector of Korean National Health Plan: Changes in four previous health plans and future direction

Abstract
Objectives: Although the Korean Ministry of Health and Welfare has formulated the National Health Plan(HP) that includes promotional plans for physical activity(PA) and such has been done four times over, the PA promotion strategies have still not been harmonized enough with those of developed countries.

Methods: Changes in the PA section of the previous four National HPs were presented and three PA promotion plans from the United States, Australia and the European Union were investigated in the light of recent PA paradigm. And then, future directions were identified for the next Korean National HP of 2030.

Results: The paradigm of ¡®Exercise for Fitness¡¯ has moved to that of ¡®PA for Health¡¯ since the third Korean National HP. The U.S. has presented a strong multi-sectoral collaboration for a National PA Plan and guidelines. Australia has developed the inter-sectoral ¡®Blueprints for an Active Australia¡¯ by the Australian Heart Foundation. The European Union has applied socio-ecological multilevel approaches to PA promotion with a solid tradition of networking, such as the Healthy Cities and the Health-Enhancing PA Europe.

Conclusion: Although inter-sectoral collaboration has been undertaken, systematic and rigorous efforts of benchmarking with developed countries are necessary. Socio-ecological multilevel approach may contribute to Korean PA promotion.
